The City of Kyle, Texas, proposes to initiate voluntary annexation proceedings at the request of the landowner to extend the boundary of said city to include approximately 2.07 acres of land located at 1144 CR 158, ANNX-24-0023 Hays County, Kyle, TX

A public hearing will be held by the Kyle City Council on Thursday, August 15, 2024 at 7:00 P.M. in the Kyle City Hall Council Chambers, 100 W. Center St., 78640, for all persons interested in the proposed annexation. At said time and place all such persons shall have the right to appear and be heard. Of all said matters and things, all persons interested in the things and matters herein mentioned, will take notice.

Revision to Citizen Participation Plan

To: All interested Agencies, Groups, and Individuals

The City of Kyle is identified as an Entitlement City by the U.S. Department of Housing and Urban Development, and receives funding annually through the Community Development Block Grant (CDBG). In the initial June 2023 notice, the City of Kyle also anticipated receiving funding through the HOME Investment Partnership Program.  This 15-day prior notice serves to inform the public that the City of Kyle will only be a recipient of CDBG funding and that it plans to revise its Citizen Participation Plan (CPP) to reflect this confirmation.

In application for funding through the CDBG program, the City of Kyle is required to develop and submit to the U.S. Department of Housing and Urban Development, a Consolidated Plan which identifies the housing and non-housing funding priorities of the community and the specific activities to be carried out with CDBG funds. In developing the Consolidated Plan, the City is charged with the responsibility of consulting with local citizens, community service organizations, and others as applicable in assessing needs and determining the best use of program funds.

The City of Kyle has developed a CPP to adhere to 24 CFR Part 91, pertaining to the Consolidated Submission for Community Planning and Development Programs and 91.105 Citizen Participation Plan for local governments. Also, in accordance with 24 CFR Part 91.105(a)(3), upon request, the City will provide the revised CPP in a format that is accessible to persons with disabilities. The City’s policies and procedures to encourage and allow for citizen participation in the development and submission of a Consolidated Plan, as well as any substantial amendments to the Plan, and reports of performance are outlined in the revised CPP.

Total HUD CDBG funding for the Fiscal Year 2024 will be $266,144.

This notice serves two purposes: 1) per 24 CFR Part 91.105 the City of Kyle is required to adopt a citizen participation plan that sets forth the jurisdiction's policies and procedures for citizen participation, and 2) per 24 CFR Part 91.105(a)(3) the City of Kyle must provide citizens with a reasonable opportunity to comment on the revised citizen participation plan and on substantial amendments to the revised citizen participation plan, and must make the revised citizen participation plan public.

Citizens can review a copy of the revised CPP at the 100 W. Center Street, Kyle Texas 78640, Monday to Friday, from 8am to 5pm, or on-line at cityofkyle.com/planning/community-development-block-grant; from the City’ main web page, go to Business, then to Planning and Zoning from 07/22/24 to 08/05/24.

The revised CPP will be presented for approval at the City Council on Tuesday August 6, 2024, 7pm, City Hall, 100 W. Center Street, Kyle TX 78640.

The City of Kyle is identified as an Entitlement City by the U.S. Department of Housing and Urban Development (HUD), and consequently, will receive funding annually through the Community Development Block Grant (CDBG) program.  The amount the CDBG grant is determined by statutory formula; the amount for FY24 is $266,144. Within the statutory constraints of the CDBG program, the City of Kyle has developed its own program and funding priorities.

In application for CDBG funding, the City of Kyle is required to develop and submit to HUD, a Five-Year Consolidated Plan which identifies the housing and non-housing funding priorities of the community and the specific activities to be carried out with CDBG funds. The Consolidated Plan is comprised of a Needs Assessment, Market Analysis, Strategic Plan with goals, and an Annual Action Plan. Consultation and citizen participation are included in each phase of plan development.

Through the Community Needs Assessment Survey 69% (271 of 357) of the respondents identified Construction of sidewalks as the priority need. The City will use FY24 CBDG funding to install sidewalks at 24 separate locations throughout the city during Action Plan Year One.  

This notice serves three purposes: 1) provide the above summary of the Completed Consolidated Plan , 2) give citizens 15-days prior notice that they will be able comment on the Completed Consolidated Plan in person by attending a public hearing as specified at the end of this notice, in addition to July 3, 2024 to August 2, 2024 comment period, and 3) ensure the pubic is notified of this opportunity by the publishing this notice in the local paper and by posting it in public places and to social media outlets, in accordance with 24 CFR 91.115(b)(2).

Citizens can view a hard copy of the Completed Consolidated Plan at the 100 W. Center Street, Kyle Texas 78640, Monday to Friday, from 8am to 5pm, or on-line at cityofkyle.com/planning/community-development-block-grant. Citizens will be able to comment on the Completed Consolidated Plan during the hearing. Any comments received during the hearing will be included in the Completed Consolidated Plan before it is submitted to HUD.  

The Public Hearing will be during the City Council meeting on Tuesday August 6, 2024 at 7pm at 100 W. Center Street, Kyle, Texas 78640.

Sign and Zoning Code Amendments

Notice is hereby Given to all interested persons, that:

The City Council and Planning and Zoning Commission of the City of Kyle, Texas will hold public hearings for the purpose of receiving testimony, comments, and written evidence from the public regarding sign and zoning code amendments per Ch. 29 and Ch. 53 of the City of Kyle Code of Ordinances. These proposed Code Amendments address: clarifying setback discrepancies between plats and zoning, requiring Traffic Impact Analysis (TIA) for larger developments, allowing master sign plans, alternative parking ratios for unique uses, and wireless telecommunication facilities (WTFs) in additional zoning districts.
