INTRODUCTION 

Purpose 

The City of Kyle Arts and Cultural Board is seeking professional services for design and installation of a piece of Artwork in the City of Kyle, TX.

Background 

The City of Kyle Arts and Cultural Board has a strong desire to develop a program for Public Arts. To spearhead this program, the Board is seeking a unique, one-of-a-kind piece of artwork to be placed at a location that is to be determined by the artist. The Board is looking for a unique, one-of-a-kind, large-scale piece of artwork such as a sculpture or monument that is appropriate for its proposed placement. The Board’s vision is an art piece that is contemporary in style and visually striking. If moving parts are included, the Board’s visions would be for these parts to utilize a natural energy source such as wind or solar power. Texas-based artists and artist-led teams are invited to submit proposals to be considered for design, fabrication, and installation of a unique art piece that meets the criteria outlined in this Request For Proposals (RFP).

PROPOSAL SUBMISSION DEADLINE: Wednesday, June 12th PRIOR TO 3:00 p.m.

Any proposal received later than the specified time, whether delivered in-person or by mail will be disqualified. The City of Kyle will not be responsible for late delivery from the post office or delivery to any location other than the one specified above. Responders are encouraged to hand deliver their proposals well ahead of opening time or follow up to confirm their proposals were received before the deadline.  The City further reserves its right to reject all proposals for any reason or any proposal that does not contain all the information requested in this RFP.   

Potential responders may also submit a written email request to KylePurchasing@cityofkyle.com for additional information or clarification.  The deadline for questions is Thursday, May 29th at 5:00 p.m.  Please reference the RFP name in the subject line and provide the applicable page number with each question.  Responses to questions will be posted on the City of Kyle’s website at www.cityofkyle.com as an addendum prior to the submission deadline.  

SCOPE OF WORK 

Project Location & Artwork Specifications

General Specifications
-The artwork must be durable and have no points or sharp edges that can pose a hazard to pedestrians.
-The artwork must be made of durable materials suitable for outdoors that can withstand Texas summer heat.
-The artwork shall be mounted on a concrete pad unless an alternative is provided within the design concept or recommended by the artist.

Location
-The location shall be determined by the artist. A map with potential locations is provided as an exhibit to this RFP as a point of reference only.
-If the selected location is not on City-owned property, it shall be the artist’s responsibility to receive written permission from the property owner and coordinate any agreements required by the City. If selected, the City will assist as necessary.

SELECTION PROCESS

This RFP provides information necessary to prepare and submit proposals for consideration and ranking by the City.  The City will analyze and evaluate the proposals and rank the companies in order of the most qualified based on demonstrated competence and qualifications in accordance with the process below. 

•    Step 1 – City Staff Evaluation
     o    City staff will evaluate all proposals for demonstrated competence based on the selection criteria listed in Section 10 of the Solicitation Instructions.
     o    A maximum of 100 points will be awarded for a Responder’s proposal.
     o    The City staff may invite a limited number of Responders for a scored interview prior to Council Consideration.

•    Step 2 City Council Award
     o    City Council will make the final determination of the most qualified responder and will award the contract.  City Council will make their determination based on Responder’s proposals, interview materials from responders if applicable, and recommendations from the City Staff Evaluation panel.
